Job Description


The Department of Surgery is one of 13 Departments in the Faculty, and comprises 11 Divisions,
including Cardiothoracic Surgery, Emergency Medicine, General Surgery, Global Surgery,
Neurosurgery, Ophthalmology, Orthopaedic Surgery, Otolaryngology, Paediatric Surgery, Plastic &
Reconstructive Surgery and Urology, each run by a Head of Division and overseen by the Head of
Department. The various Divisions are spread across offices within the Faculty of Health Sciences
campus and Red Cross War Memorial Children’s Hospital, but most can be found within the iconic Old
Main Building of the GSH precinct.
Members of the Department provide clinical care at GSH, RCWMCH and the various hospitals of the
Metro West complex, extending to the Eden District. We offer the full spectrum of surgical specialties,
with a growing number of subspecialties, and are committed to providing the best possible surgical
care for patients from the Western Cape and elsewhere in the country.
The Department prides itself on providing an outstanding, highly specialized clinical service and
excellent teaching to under- and postgraduate students, with a strong emphasis on research. In
addition to undergraduate teaching, the Department of Surgery provides surgical training for
postgraduate students (South African and international registrars) as well as Senior Registrars
undertaking sub-specialist training and also Research Fellows. There are over 200 registrars registered
for a Masters in Medicine as well as numerous fellows undertaking subspeciality training in the
Department. Teaching is in the form of formal tutorials, Morbidity and Mortality meetings, research
meetings, clinical meetings, observation, ward rounds as well as supervised surgical procedures. Our
graduates are among the most sought-after worldwide, many having taken up leadership positions in
other centres around the country and internationally.
This is a highly productive department for cutting-edge research with an excellent track record in
terms of research output. Clinical research has always been one of the strengths of the Department
of Surgery, and the last 100 years have seen major contributions to the science of surgery emanating
from our hospitals. Each Division has a rich tradition of research and innovation, with some having
their own dedicated research laboratories, and Global Surgery has grown as an area of shared interest
linking Surgery, Anaesthetics, Obstetrics & Gynaecology and Public Health with a rapidly expanding
number of disciplines.


General Surgery is the largest Division in the Department of Surgery and functions very much as a
subspecialist service. It consists of six surgical firms (Hepatobiliary Surgery, Colorectal Surgery,
Vascular Surgery, Surgical Oncology/Endocrine, Upper Gastrointestinal Surgery, and Acute Care
Surgery), the Trauma Centre, the Transplant Unit, the Surgical ICU, and Surgical Gastroenterology.
The Units/Firms in the Division provide a highly specialized clinical service and are responsible for
providing an in-patient and out-patient surgical service, as well as an element of outreach, and
functions relatively independently although there are common academic and morbidity and mortality
The Division is responsible for teaching undergraduate medical students in the 5th and 6th years of the
MBChB curriculum. The teaching is in the form of in-person and online lectures and tutorials with onsite clinical training. The Division also has a substantial postgraduate teaching and training
commitment for registrars training in General Surgery and for surgeons sub-specializing in various
General Surgery sub-specialities, such as surgical gastroenterology, vascular surgery, critical care and
trauma. The trainees write the examinations set by the College of Surgeons of South Africa and are
also required to complete the MMed degree by way of a mini-dissertation after passing the FCS
examination from the College.
Surgical research is a high priority of the Division, and the Division has an exceptional record with
regard to publications and presentations at national and international conferences. The Division has
a surgical research laboratory and access to small and large animal surgical facilities.
Although the clinical service is largely based at Groote Schuur Hospital, the surgical services at the
regional and district hospitals form an integral part of the Division. These hospitals include the New
Somerset Hospital, Victoria Hospital and Mitchell’s Plain Hospital, as well as Red Cross War Memorial
Children’s Hospital.
The Division is staffed by 19 full-time consultants, 9 junior consultants/senior registrars, and 49

JOB TITLE: Chair and Head: Division of General Surgery
This permanent post is on the establishment of the University of Cape Town under the Joint Agreement
with the Western Cape Government.

To lead, consolidate and manage in the Department of Surgery within the context of South Africa, the
African continent and Internationally. This includes input into service provision, teaching, training and

The staff member undertakes to focus and to work actively towards the promotion and
implementation of the Key Performance Areas within the policy framework and procedures of the
University and the framework of the laws and regulations governing the Public Service. An important
part of the incumbent’s responsibilities will be the development of a strongly transformative agenda
within the department so that it is a space of representative demography, innovative teaching,
learning and research as well as a socially responsive culture. The following is required:
2.1 Management and Leadership
• Oversee all clinical, academic and administrative staff in the Division of General Surgery
and take responsibility for human resource management including staff allocation to
different areas, work plans, leave, career progression and mentorship
• Oversee the general operating budget as well as research budgets in the Division of
General Surgery
• Liaise with hospital managers to provide input into consumable and other hospital
budgets and joint staff contracts in collaboration with Western Cape Government
Department of Health
• Promote transformation within the Division of General Surgery and in the profession
• Promote research, training and teaching in General Surgery relevant to South Africa and
the African continent
• Ensure administrative oversight over all processes related to student teaching and
assessments and student research programs
• Promote inter-disciplinary, multi-professional and inter-sectoral collaborative teamwork
for the ongoing development of General Surgery through clinical service, education and
research initiatives
• Participate in Faculty projects and meetings as required, liaise closely with Faculty
leadership and drive projects in collaboration with the vision and mission of the Faculty
of Health Sciences
• Work closely with other Divisions in the broader Department of Surgery as well as with
other Departments, and be available to serve as Head of the Department of Surgery
should the need arise
2.2 Clinical Service
• Participate actively in the clinical service with a subspecialist interest
• Organize the service delivery platform, providing oversight, leadership and general
organization within the hospital for surgical emergencies and trauma as well as elective
surgery in the specialty of General Surgery
• Provide critical oversight over hospital systems and operational procedures affecting
service delivery in General Surgery, sustaining a high level of General Surgery at Groote
Schuur and allied hospitals in the context of resource contraints
• Foster partnerships with WCG, and practitioners in the public and private health sectors
• Ensure consistent and relevant interaction between the University of Cape Town and the
Provincial and National Departments of Health
• Promote engagement with national health care policies through teaching and research
2.3 Teaching & Learning
• Accountable for undergraduate education in General Surgery including training on the
clinical platform for UCT undergraduate students and visiting elective students
• Oversee postgraduate teaching and training for registrars in General Surgery including
work-based assessments, academic preparation for the FCS(SA) exam and completion of
the MMed (General Surgery) degree
• Oversee teaching and training of international postgraduate students in General Surgery
• Accountable for sub-specialist training in various areas of General Surgery
• Ensure appropriate curricula (including new courses, where relevant) for General Surgery
which includes primary health care approaches and health service provision across the
different levels of health care (i.e. primary, secondary and tertiary), Basic Surgical Skills
and other courses
2.4 Research
• Oversee clinical research and basic scientific research in the General Surgery Laboratory
• Provide support to members of the Division of General Surgery who are supervising
postgraduate students, and provide supervision to selected undergraduate, masters and
doctoral students
• Drive processes that increase collaborative research in the Division of General Surgery
• Raise funding for ongoing, relevant and cutting-edge research in the field.
2.5 Social responsiveness
• Promote projects that enhance community outreach, policy input and health systems

Qualifications and experience

• For both categories above, at least 5 years’ experience is mandatory.
• Proven track record of research
• Registered as a medical specialist in the discipline of General Surgery
• In depth knowledge and expertise in the discipline of General Surgery
• Knowledge of the health sector and its services, health equity and human rights for health as it
pertains to medical and surgical practice
• Knowledge of research methods including knowledge as it pertains to epidemiology, statistics
and the science of the discipline
