SAFETY MANAGEMENT: In Transnet Engineering, safety is governed in terms of, health-and-safety specific Transnet
Frameworks / Policies / Procedures, international (e.g. OHSAS 18001) and national Standards, legal and other requirements
(e.g. Occupational Health and Safety Act 1993, Act No. 85 of 1993 as amended) as well as other best practices, that are
specifically applicable to TE and generally to Transnet, and this position’s mandate includes
Manage and control the three portfolios under Health & Safety, namely Safety management, Health management, Fire safety
management, Environmental and Rail Safety within TE by planning and monitoring the implementation of activities, rules and
policy-driven procedures in Business Operations and/or Functional Areas in all the Regions.
Guide the safeguarding of TE, its customers, reputation, assets (people and property and land) and the interests of
Stakeholders/Shareholder by identifying and managing all health and safety related threats to the achievement of its overall
business objectives.
Assist in the development, implementation and management of occupational health and safety risk control strategy, public
fire safety, affected parties/public health policies, as well as Health and Safety-driven Systems in all Transnet Engineering
Businesses.
Ensure that operationalisation of the broad spectrum of the health and safety risk assessments pertaining to special projects
and initiatives are effectively coordinated by the respective Risk Managers and Occupational Health and Safety Managers,
be it within the Business or at Functional Support Departmental level.
Ensure representation of TE at the Transnet Group’s Occupational Health & safety meetings and/or at the applicable
Government and other relevant external Stakeholders’ forums.
Ensure that internal enquiries (investigations) pertaining to all incidents and/or accidents are conducted in line with the Safety
Management system and relevant legislation and other requirements.
Ensure synergies of the Corporate Occupational Health and Safety Standards with operations procedures, i.e. effective and
efficient integration of the specialist functions, e.g. Occupational Health and Safety, risk and public health services in the work
environment.
Plan and monitor the implementation at an enterprise wide business level in line with the system-based management
approach (OHSAS 18001, SANS/AMS 16001).

Embed electronically driven reporting systems, capitalising on optimal utilisation of the ICT enablers such as SAP based
systems in the management of the identified occupational health and safety hazards and the setting of the appropriate risk
control measure to mitigate exposures to the Operations and for reviewing at the Risk Committees.
Monitor and advise TE Operations about Companies’/Employers’ roles, duties and responsibilities as prescribed under the
Occupational Health and Safety Act, the COID Act, National Health Act, other occupational health management related
legislation and other requirements, including the overall workplace compliance designs.
Identify and manage the Occupational Health and Safety Service providers to ensure a quality service is rendered to TE.
Monitor the dynamisms inherent in the Health and Safety Key performance indicators to ensure compliance and entrench
best practices.
Implement and monitor corporate Health and Safety policies, procedures and standards to ensure compliance to Transnet’s
requirements.
Formulate Health and Safety Operational Plans to ensure alignment with TE’s and Transnet objectives was well as future
demands.
Lead, direct, develop and manage staff within the TE’s Risk and Safety department so that they meet the objectives of their
roles and team assignments, in line with TE’s corporate talent and skills development framework (Human capital
development / scorecard elements).
Undertake reviews and submit expert advise and proposals relating to occupational health and safety standards and TE
Policies, in line with Transnet’s SHE strategic directions.
Prepare, monitor and control the annual departmental budget so that expenditure is in line with Transnet’s Business Plan.
Ensure an enabling environment for all Health and Safety Audits and assessments, (internal and external OHSAS 18001,
TIA, Corporate Governance, SHE Systems standards-driven legal compliance, etc.)
Ensure TE’s health and safety unit is resourced (Human and financial) at appropriate levels across the Regions.
RAIL SAFETY MANAGEMENT: In conjunction with Transnet’s tailor-made Railway Safety Management Policies and the
National railway safety regulator (RSR) regulatory universe from international, continental and national spheres.
Ensure that TE operates according to and adheres to the Safety permit conditions and requirements of the RSR Act, Safety
Management system and SANS 3000-1 Series in order to retain the Safety permit and / or prevent penalties while keeping
TE up to date with relevant legislation and reviews and proposals relating to occupational Human Factor health and safety
standards.
Oversee the promotion of the safe railway operations through appropriate support, monitoring and enforcement, guided by an
enabling national regulatory framework, including applicable laws of the countries where TE has rail network and rail
infrastructure business presence.
Maintain ISO 3000-1 systems-based documents, registers, procedures, forms, checklist etc, occurrence investigations
management.
Monitor and ensure compliance through the conducting of audits, inspections and occurrence investigations, and reporting to
the applicable stakeholders, including the Shareholder (via Transnet Group).

re-engineering and technical information, and training.
Analyse incident/accident/occurrence statistics to establish trends within each Business operating unit.
Facilitate the development of the preventative, control and corrective measures in so far as RSR matters are concerned.
Enforce compliance with the conditions of RSR requirements for all new projects, as required by law.
Ensure representation of TE in internal and external railway safety related Forums at strategic, tactical and operational levels.
Continue to serve as the co-opted on Technical working committee of the RSR to represent TE, as and when invited, for
development of new national Railway safety related standards.
Schedule and monitor the regional risk managers conduct in implementing the RSR audits, training, risk assessment and
ensure compliance to the outcomes.
Liaise and conclude with other rail network operators and with the applicable organs of state, the appropriate interface and
co-operative agreements and other memoranda of understanding, to ensure effective oversight of safe railway operations.
Encourage transparency, joint risk assessments and coordinated avoidance of the duplications / management of overlapping
reporting protocols to the Railway safety regulators.
Identify and manage the appointment of the Railway safety service providers to ensure expert inputs for high quality service
provision to TE customers.
FIRE SAFETY MANAGEMENT: Within the understanding that Municipalities must have rigorous Fire Safety Procedures and
Protocols for the local communities, including ensuring that all businesses and the ‘City’ buildings are constructed in
accordance with fire safety standards; and as read in the context of 3.1 and 3.2 above, TE’s compliance to the Fire Safety as
per principles provided for in the SANS 10400-T:201: Building Regulations, SANS 10087: The Handling, Storage, Distribution
and Maintenance of Liquefied Petroleum Gas Series, SANS 10089 Storage and Distribution of Petroleum Products. Bulk
Installations Series are specific to fire damage prevention, among others, as incorporated in Transnet’s Fire Management
Standards.
Lead TE in ensuring that fire safety becomes an integral part of a Company’s Fire Emergency Response Plan.
Ensure, where practicable, that TE and the local municipalities where TE has presence undertake joint-Fire Safety Drills,
make use of the pre-aligned Fire Inspections’ Checklists (compliance inspections) and/or Protocols, in line with each Entity’s
legal mandate.
Ensure that all Buildings’ Plans are signed-off by the local government’s planning Section and/or any other applicable
authorities.
Ensure proper servicing and maintenance and testing of fire safety equipment.
Ensure the placement of fire protection equipment, e.g., fire extinguishers, installed fire and smoke detectors, are at all
strategic Sites, wherever practicable.
Ensure that Memoranda of Understandings (MOUs) with the applicable Entities, are over time, signed for synergies in fire
safety management in the Regions where TE operates.

Ensure that the coordination of the designed Emergency Plans that are specifically tailor-made to TE’s needs and effective in

Corporate Risk and Safety: Health and Safety compliance Committees.
QUALITY MANAGEMENT
To translate Transnet strategic objectives into corporate quality targets and objectives.
To constantly monitor the current state and changes in the applicable legislation so that TE takes informed decisions and
incorporates the applicable requirements that TE subscribes to, into the drafting, reviewing and conclusion of the specialised
Policies, Standards and Procedures, and to ensure that TE influences both internal and external interested parties.
Ensure the implementation and compliance to Transnet Integrated Management systems.
Develop and review the quality training curriculum through engagement with recognized and accredited quality institutions.
Allocate budget for the implement and execution of Transnet Integrated Management system requirements and activities.
Drive the standardization and continuous alignment of logistics and procurement processes and systems to legislative

Integrated Management Systems (IMS): ISO 9001: To establish an auditable IMS that ensures TE’s incorporation of the
respective management system’s-based principles that are enshrined in the international / national Standards into all
applicable decision-making stages, be it at strategic, tactical and/or operational levels.
Lead high level negotiations with suppliers and internal multi-disciplinary team and establish and maintain collaborative
stakeholder and strategic supplier relationships.
Verify supplier capacity and capability through conducting due diligence assessments via Vendor Quality Management
teams.

guidance and ensure that TE continues to comply with legislative requirements and applicable standards;
Drive formulation of performance indicators and metrics, dashboard reporting, and monitoring of the KPIs.
Report on the overall performance of the within Transnet Engineering governance structures.
Liaise with procurement on the appointment of the 3rd party institution that will ensure continuous Transnet Engineering
certification on ISO 9001 and AAR 5000 through audit scheduling, execution and close out of findings raised.
Initiate and manage quality improvement projects resulting from data analysis and current business performance.
Plan and conduct corporate quality risk assessments and identify effectiveness of current controls and enhance where
ineffective.
Manage resource allocation to ensure effective staffing levels for the execution of the quality assurance and control activities.
Prepare career development plans; appraises progress and provides coaching to develop subordinates.
Drive the values and behaviours required to create a positive motivational culture in Transnet.
Qualifications & Experience:
Bachelor’s Degree in Commerce / Risk & Safety Management / Law / Operations Management / Business Management /
Production Management related qualification is required
A Post Graduate qualification / Management Advanced Programme (MAP) / Master’s in Business Administration (MBA) /
Master’s in Business Leadership (MBL) OR related business leadership development programme would be an added
advantage.
Minimum of 10 years’ experience in Risk and Safety environment of which at least 5 years in a Senior Management position
in a large organisation with a complex operations environment
Background in Operations business environment
Requirement of trust and honesty in handling of finances as per the National Credit Act Amendment 19
