1. Develop and implement contracts management frameworks
# Take responsibility for Contract Life Cycle Management (CLM) and all matters pertaining from a supply contracts point of
view and maintenance of contract templates on CLM;
2. Manage key stakeholder relationships
# Provide formal and informal training on SCM processes to SCM team, internal and external stakeholders by means of
workshop and formal Training as and when required
# Active participation on the Governance Centre of Excellence (COE);
# Continuous stakeholder management to share the Division’s governance plans and strategies, achievement against plans
and strategies for legal and regulatory compliance; and
# Participate in relevant government forums to keep abreast of subject matter trends and contribute thought leadership to
current debates.
3. Provide contract management and governance support:
# Provide operational support to SCM in reviewing strategic contracts;
# Identifying Governance risk factors at the time of contracting / contract amendment and providing the required advises;
# Check the legality of contracts;
# Monitor compliance to Transnet’s supply management policies (PPM, etc.), procedures, standards and governance
applicable to the management of the Division’s;
# Drive implementation of the CLM (Contacts Lifecycle Management) process, within the Division;
# Support implementation of contract management strategy applicable to the management of the Division’s portfolio of
strategic contracts;
# Analyzing, identifying non compliance with SCM policies and processes across the Division and provide training to close
the gaps;
# Provide advice to stakeholders and all Ports to ensure compliance with the PPM, PPPFA, PFMA and all related regulations.
# Support the development and implementation for standardisation of templates and all matters pertaining thereto throughout
the Division;
# To develop and review TPT’s SCM standard operating procedures to align with Transnet’s policies and procedures
# Provide operational support in terms of Governance to the Sourcing team
# Evaluating and resolving Tender, Contract and Governance issues.
4.Monitor compliance to contracts management frameworks:
# Analyse and report on adherence to contract management policies, procedures and practices.
5.Implementation of robust governance processes:
# Support implementation of Transnet’s governance, policy, standards, legal, compliance and risk management strategies
within the Division;
Provide input into Transnet-wide Governance strategies and targets.
6.Governance monitoring and reporting:
# Adhere to reporting templates and timelines for governance and ensure that all reporting requirements are met;
# Inputting to regular reports on governance for the Division in line with specified reporting templates;
# Analyze and report on performance pertaining to supply chain management compliance and contract management within
the Division; and
# Collect and share governance successes.
Qualifications & Experience:
# Relevant Bachelor’s degree (supply chain, legal or commercial – M+3) is required ,with a post-graduate legal degree,
