Requirements :

• Grade 12/NQF level 4 with at least 5 years’ experience in SCM or Diploma/Degree with 3 years experience in SCM and grade 12. Good understanding of PFMA, PPPFA, BBBEE, Treasury Regulations, Procurement delegations, SCM policy and procedures, Provisioning Administration System, DORA, Labour Relations Act and relevant government regulations, code of conduct and Batho Pele principles. Contract Management, SAP/SRM system. Registered and functional on SRM/SAP, Computer literacy, good communication skills, problem solving, initiative, report writing and interpersonal skills, and have the ability to work under pressure. A valid drivers license(Candidates may be subjected to a driving test on the day of the interview). NB: FLEXIBILITY IN BEING ALLOCATED TO ANY OF THE SUB-DISTRICT IN WEST RAND.

Duties :

• Ensure compliance with policies and procedures of the Department. Ensure proper implementation of Supply Chain policies, Internal Control and Risk Management. Provide an efficient Supply Chain Management services. General Management of Departments resources, including personnel Management. Performance Management, developing and training of staff. Implementation of Quotation Adjudication Committee Meeting and Contract Management Unit . Maintain contractual records and documentation. Provide guidance on contract matters. Assist with the developing and implement procedures for contract management and administration in compliance with policy. Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness. Assist Managers in drafting of a Demand/ procurement plan, disposal and maintenance plan annually. Attend to and resolving of the WEBCYCLE report and monitor process flow within the SCM Unit. Submission of weekly, monthly, annual reports- Cash flow, commitment register, theoretical stock reconciliation, bi annual stock take certificate and reports, Asset/ Bas recon, lease register, cell phone register, Asset Verification. Supply Financial Manager with statistics and monthly reconciliations pertaining to SCM Assist with the year-end closure and preparation of working files for audit purposes. Implement internal control measures to combat fraud and corruption . Work closely with client offices and other components. Attending of meetings and serving on committees. Arrange monthly Quotation Adjudication Committee meetings. Daily monitoring of staff activities. Sound knowledge of tendering and bidding procedures, sourcing of quotations, scoring. Strengthening the implementation and monitoring of the Provisioning Administration System (Warehouse management).
